Alberta will allow all-ages entertainers to perform in bars, lounges

Young musicians are praising the Alberta Gaming and Liquor Commission, which announced Friday that underage performers will now be allowed to play in bars and lounges throughout the province.

“I’ve been fighting for this since I was nine years old,” said Olivia Rose Leaf, a 17-year-old Alberta musician, adding that the change will mean a lot to the young performers she knows.

The previous policy, which prohibited underage performers from playing in bars and lounges had been in place since March 2007, when it was instituted out of a concern for public safety. But a consultation with musicians, venue owners, and promoters, led by MLA David Shepherd and Thom Bennett of the Edmonton Live Music Initiative, prompted the Alberta Gaming and Liquor Commission (ALGC) to reconsider.

According to Bill Robinson, president of the AGLC, the change is the result of changing attitudes in the industry. He also suggested that the training of staff has improved the overall safety in bars, making the policy shift possible.

The change is not a complete reversal. Bars and lounges will be required to request approval from the AGLC to permit minors to enter their premises as entertainers, and the approval process is expected to take up to a few days.

Still, the response from the music community and government has been positive—the prevailing view is that underage artists should be allowed to perform at the same venues as everyone else. Musicians, especially young and emerging artists, will benefit from the opportunity to begin building their live audience earlier in their careers.

“This is a great step forward for our music scene, for young performers, and for our province as a whole,” said Shepherd, who is a musician himself. “It makes areas like Edmonton’s downtown a much more attractive place to visit and to live.”

Music Canada Live and Canadian Music Week (CMW) have announced the second annual Live Music Industry Awards, presented by El Mocambo, will be taking place Wednesday, April 19, 2017, from 4-6pm at the Sheraton Centre Toronto Hotel. The Awards will be held during CMW 2017 and will recognize and celebrate the best of the live music business sector.

Music Canada AGM 2016: Year in review

At Music Canada’s 2016 AGM, our Executive Vice President, Amy Terrill, provided an update on what was a busy year for the organization. Music Cities are a red-hot topic worldwide. Municipalities and regions continue to look to the power of music to grow their economies, attract tourists and skilled workers, and increase quality of life.

An interesting trend of the past year was the “growing understanding that Music City development is an important component of community economic development,” said Terrill, describing how our Music Cities work is being embraced by the International Economic Development Council, national and Ontario BIA associations, and other international associations, such as the UCLG, a congress of global and regional leaders.

Since launching The Mastering of a Music City at Midem in 2015, Graham Henderson and Amy Terrill have been invited to speak on the research and best practices described in the report in numerous cities around the globe, and the list continues to grow.

In the past year, chambers of commerce were defined as a particularly powerful ally in the Music Cities movement. As the voice of business in their communities, chambers have the opportunity to carve out a leadership role in leveraging music as a driver of employment and economic growth, beyond its long-acknowledged cultural and social benefits. At the Canadian Chamber of Commerce’s AGM in September of 2016, Music Canada launched the Music Cities Toolkit, a custom designed guide for chambers to activate the power of music in their city.

Amy established “best practice” as the theme of her remarks, noting Music Canada’s continued efforts to identify, meet and share best practices in Music Cities research, and in all of the work we do.

Matt Masters, a Calgary-based songwriter, event producer, and new Program Leader of the Alberta Music Cities Initiative provided a video update on Music Cities progress in the province, and Andy McLean of the East Coast Music Association (ECMA) shared updates from the Atlantic region and the newly formed partnership between Music Canada and the ECMA.

The past year also included the launch of Music Canada’s new Single Award, which incorporates streaming data into Gold/Platinum certifications for the first time in Canada. Later in the program, Alx Veliz was presented with his first Canadian Gold plaque for his breakout hit “Dancing Kizomba,” before performing three songs for the crowd.

Music Canada AGM 2016: Ontario’s Minister of Tourism, Culture and Sport, Eleanor McMahon, delivers opening remarks

At Music Canada’s 2016 Annual General Meeting, held Oct 18 at Revival in Toronto, we were privileged to have the Honourable Eleanor McMahon deliver opening remarks to our guests.

Minister McMahon was introduced by Shane Carter, President of Sony Music Canada, who noted the passion for music she has shown since being appointed Ontario’s Minister of Tourism, Culture and Sport in June of 2016.

The MPP for Burlington is a booster of music education, and believes her own musical training helped her to be a better politician.

“I took vocal lessons right up into university…music was everywhere in our home,” said the Minister. “And singing with others, whether in our church choir, or around a campfire taught me the value of personal expression, creativity, discipline and craft, as well as harmony and teamwork.”

“Having the opportunity to express myself through music was integral for me to understand who I was growing up, and who I am today,” said Minister McMahon.

It was the first opportunity for many in attendance to meet the Minister, who spoke with guests including Universal Music Canada recording artist Alx Veliz, who would later perform at the event.

In her remarks, she addressed the connection between culture and the economy, saying “our culture and our economy are inextricably linked.”

“Our government recognizes the many opportunities for the province’s music scenes to build up our cultural sector and our economy, to mobilize Ontario’s wealth of talent, our state-of-the-art production facilities, the wide range of venues, and vibrant festivals, with the aim to make it Canada’s largest – and one of the world’s most diversified music jurisdictions.”

The Ontario Government has indeed displayed recognition of the value our music sector brings to the province. The Minister referenced the formulation of Ontario’s Culture Strategy, which per the Minister “commits the government to continue to build Ontario as a leading North American center for music production and performance,” and OntarioLiveMusic.ca, which promotes Ontario’s live music events. Minister McMahon called the Ontario Music Fund “something truly unique in Canada,” a leveraging of talent and economic opportunity that other jurisdictions are now looking to replicate. The Ontario Music Fund has resulted in “1,274 full-time equivalent jobs, supporting events attended by 1.6 million people, while giving a platform to more than 1,900 Ontario artists to show the world what they do best,” remarked the Minister.

Music Canada’s President & CEO, Graham Henderson, thanked Minster McMahon for her remarks, adding how great it is that she has displayed a belief in the power of music to change society, a belief no doubt shared by many in the room.

Toronto’s music community discusses building a Music City in NOW Magazine cover story

Last week, NOW Magazine’s cover story, entitled “Dreaming of Music City,” featured interviews with ten members of Toronto’s local music community including artists, promoters, producers, record label owners, and music festival operators. They were asked about their experiences and the challenges they see for Toronto in becoming a world-renowned Music City.

The article highlights several important issues, including: the safety of musicians (and audiences) who belong to marginalized groups, affordable housing for musicians and artists, music industry-community collaboration, and music venue accessibility. Government funding, entertainment districts, and the use of public space for music are also discussed as policies for the city’s consideration.

Since the release of The Mastering of a Music City report in Summer 2015—a report which serves as a roadmap for cities seeking to grow their music communities and become Music Cities with vibrant, actively promoted music economies—Music Canada has travelled to music events and policy conferences around the world to share Music City best practices and strategies.

Our report touched on some of the issues presented in the recent NOW Magazine article, but a lot has happened in Music Cities development in the last year that may inspire solutions to many of the concerns expressed by Toronto’s music community:

  • Affordable housing and the threat of gentrification are issues for artists in most major cities. A few years ago, Nashville, Tennessee recognized this and the City collaborated with the Music City Music Council and members of the arts community to create an arts-focused affordable apartment residence called Ryman Lofts. The residence offers affordable housing in the city specifically for artists.
  • The city of Aarhus, Denmark has Music City aspirations. MONO, an organization for active rhythmic musicians in the city, operates a professional development and gathering space where artists can rent rehearsal facilities, a concert venue, attend workshops, record music, store their music gear, and network with others in the community. MONO has 40 rooms and is used by over 120 bands.
  • In Fort Collins, Colorado, private investment from the Bohemian Foundation and community organization led to the creation of The Music District. The Music District is a collection of five buildings which have been (and are still in the process of being) converted into a music hub. Artists can reserve or rent rehearsal spaces, attend music workshops, rent and service equipment, and practice their performances all within the facility.
  • Bogota, Columbia is a leader in using music to activate parks and public spaces. The city’s al Parque festivals are supported by the Ministry of Culture and various arts organizations. Throughout the city, throughout the year, and all for free, Bogota draws hundreds of thousands of music fans to its public parks where local, national, and international artists of all genres play for massive audiences.

It is important to recognize, as the authors of the NOW Magazine article do, the progress that the City of Toronto has made towards its Music City goals: the signing and meeting of the Austin-Toronto Music City Alliance, the creation of the Toronto Music Advisory Council, council’s adoption of the Toronto Music Strategy. The experiences and perspectives of the music community are critical to the growth of the Music City project, and this kind of discussion is an important part of the process.

Harmony between music and economic development

Music is increasingly being seen as an important means of economic development with Music Canada’s Mastering of a Music City as the primary resource in this effort.

A vibrant nightlife, of which music is so much a part, is critical for attracting and retaining talent. Cities like Austin and Nashville regularly lure investment, new business growth and talented workers, through a deliberate program to sell their cities as great music cities.

But a vibrant music scene doesn’t magically happen. Attention must be paid to the many bylaws and regulations that impact music. The music ecosystem, with artists and musicians at the heart, needs to be nurtured, supported and promoted with a focus on commercial music as well as not-for-profit enterprises. Infrastructure, in the form of individuals or bodies who facilitate regular communication between the city and the music community, are necessary.  Sometimes there is also an important role for investment in hard infrastructure like transportation networks and performance facilities.

The Mastering of a Music City, designed to be a road map for communities that want to engage with their music community and build a vibrant music economy, is being utilized across Canada, the US and internationally.  Music Canada has added to this work with a tool kit designed specifically for chambers of commerce, important agents in community economic development work.

Perrin Beatty, President and CEO of the Canadian Chamber of Commerce has called the Music Cities model a “tried and tested economic development tool.”

Last week a symposium hosted by WindsorEssex Economic Development Corporation featured a presentation on Music Canada’s report by Amy Terrill.  CEO Steve MacKenzie remarked:

“Developing Music Cities has proven itself as a winner in Economic Development. We have tangible research, thanks to Music Canada’s work in the field, showing economic growth in correlation with fostering a healthy music ecosystem. Just as important is the cultural spin-off that comes with the support of these initiatives. Quality of life is a major deciding factor for a dynamic workforce that greatly values a work/life balance. The music sector is a wonderful example where an industry’s by-products are of equal value to its core functions. Music is universal, and in Windsor-Essex, one of Canada’s most ethnically diverse regions, it’s a language that we all speak.  It provides an impact we can all benefit from.”

And the word is certainly spreading.

Music Cities will be the topic of a panel discussion and presentation at the International Economic Development Council (IEDC) annual conference on September 27, 2016.  IEDC is a membership organization serving economic developers with more than 4,500 members.

The session, Mastering a Music City for Economic Development, will feature the following:

And next month, Amy Terrill will participate in a discussion on music and cities, at the 5th UCLG Congress World Summit of Local and Regional Leaders in Bogota, Columbia.

Ultimately, Music Canada and our members are leading this initiative in order to improve the odds for those wanting to develop careers in the music industry – in order to create a stronger music community.  Music interacts with cities in ways that benefit those cities.  Contributing to a broader understanding of that value will, in turn, bring about greater opportunities for all of us to make music.

Music Canada unveils Music Cities Toolkit at Canadian Chamber of Commerce AGM

gh-screen150 representatives from chambers of commerce across the country took part in a Music Cities workshop conducted by Graham Henderson yesterday at the Canadian Chamber of Commerce (CCC) Annual General Meeting in Regina.

Henderson unveiled a Music Cities toolkit that Music Canada custom-built for the CCC’s network of over 450 chambers of commerce and boards of trade, in all regions of the country.

The toolkit was designed to provide chambers of commerce with a roadmap and guide to activate the power of music in their communities.  It describes potential roles for the chamber as follows:

  1. Catalyst – as the leading voice of business, acting to enhance economic prosperity and quality of life, the chamber can act as a catalyst to stimulate the Music City discussion
  2. Advocate – convene a music policy task force to identify municipal policies and regulations that are hampering the creation, production and promotion of music
  3. Operator – develop a proposal for the chamber to act as a music office/officer
  4. Trainer – provide training to entrepreneurs within the music community
  5. Promoter – host and amplify music events, celebrate the music history in your community

The toolkit builds on the global success of Music Canada’s report The Mastering of a Music City, Key Elements, Effective Strategies and Why it’s Worth Pursuing.

“We are so pleased that Music Canada has partnered with us and shared their excellent work in this space with the chamber network as a tried and tested economic development tool,” said Perrin Beatty, President and CEO of the Canadian Chamber of Commerce.

New Music Cities report from Des Moines, Iowa

des-moines-music-cityMusic Canada’s The Mastering of a Music City report continues to attract interest and generate important conversations about Music Cities and music policy in cities around the world—this time in Des Moines, Iowa.

A new report, entitled “Des Moines’ Potential as a Music City”, has sparked local media attention and a discussion about what the Iowa capitol can do to realize its ambitions of becoming “the next Austin, Texas.” The report was authored by Kurt Bearinger at the Iowa State University and draws heavily from Music Canada’s The Mastering of a Music City report, a local survey, and various interviews with members of the local music community and music policy-makers.

Des Moines tops national city rankings, notes the report: it is Business Insider’s number one city for the middle class, Forbes’ 2014 best city for young professionals, and Fortune’s 2014 number one up-and-coming downtown. But despite the significant musical talent that comes from the city—and Des Moines is home to several music festivals and a vibrant music scene—it has yet to earn recognition as a Music City.

To fix this, the report makes fourteen recommendations directed at the City of Des Moines. These recommendations include: policy changes that would reduce regulations that affect the owning and operating of a live music venue, investigating music and cultural districts in the city, and beginning a Music City branding campaign. One recommendation specifically references Toronto’s Music Directory as a best practice to be emulated.

“It is my hope that this report will spark positive changes to the Des Moines music scene and be used as a tool convincing the City and Council to prioritize live music, partner with the music community, and create a city identity around live music,” says Bearinger, author of the report. “If followed, the sixteen policy recommendations could set the foundation needed to transform Des Moines into a nationally recognized music city.”

Music Canada’s Graham Henderson will discuss Music Cities at Amped Up in San Antonio

Amped UpOn September 6, Music Canada’s President & CEO, Graham Henderson, will be discussing Music Cities at Amped Up, presented by Centro San Antonio. The music-focused event will dig into what makes San Antonio’s musical landscape unique, and in addition to Graham’s keynote address, will feature music leaders from local venues, non-profits and, of course, musicians, breaking down San Antonio’s music economy and community. There will also be live performances, including a collaboration between city leaders and artists. Amped Up is happening at the Juarez Plaza, La Villita from 6-9pm.

What can a business development association do to help local music businesses and musicians? What can the community do to help the music economy flourish? These are the questions Graham will explore as he speaks to findings from Music Canada and IFPI’s report The Mastering of a Music City, an award-winning roadmap for communities of all sizes who are trying to realize the full potential of their music economy.
